How to Start This Build

This build requires ~Level 80 at a minimum to play. 
Since this is a build that requires expensive items to even work I am going to assume you have ~100c spare to buy leveling gear.
The quickest way to level would be to follow Tytykillers Hollow Palm Leveling Guide.

All of the leveling uniques are going to cost ~100c and you can sell everything back to other people once you are done with it.
Leveling like this will take anywhere from 2-5 Hours depending on how good you are at leveling. 
I will not be including any other way to level in this guide, if you have a different way you enjoy leveling a Templar, do that instead to Level 80.

Once you are 80 you can self level with the build just fine but if you wish to jump into the action ASAP, buy some 5-way carries to Level 90.

What Charms to Use

We will be using the Primalist Affliction Ascendancy in this build giving us access to 3 Charm Slots which can give us mini versions of other Ascendancies.
There are a ton of useful options here but there is going to be one very specific roll we want on all of our charms.

There are only Two charm rolls that I would say is mandatory in this build with the rest being pretty open in terms of what you can get. 

You are going to want 1 of your 3 Charms to have "x% of Leech is Instant"
The closer you get this roll to 8% the better as this will make a very big difference for both your Mana sustain and your Energy Shield Leech.
As long as you have this 1 Suffix roll on any of your 3 Charms you will have a smooth time. 
You can also consider running 2 of them which will give you greater Energy Shield Leech and will help with Mana drastically as you upgrade this build and gain Attack Speed.

You are going to want 1 of your 3 Charms to have "Warcries grant x Rage per 5 Power if you have less than 25 Rage"
The roll on this DOES NOT matter due to Redblade Banner giving you "Warcries have infinite Power."
This means that even a bottom roll will always give you Maximum Rage every time you use Battlemage's Cry.

You do not need to get these 2 charm rolls on your Primalist Charms. You can also get either or both of them on the unique jewel That Which Was Taken.
This would free up space on your other charms for the rolls below.

Outside of that, here are some useful mods you can consider on your charms.
Again, none of these are mandatory but they are all good.

Prefix:
"Damage Penetrates x% of Enemy Elemental Resistances"
"Culling Strike"

Suffix:
"+x to Strength and Intelligence"
"Gain x% of Maximum Mana as Extra Maximum Energy Shield"
"Regenerate x% of Energy Shield per second"
"x% chance to create Consecrated Ground when you Hit a Rare or Unique Enemy, lasting 8 seconds"


How to Play this Build

This build is very simple to play, at the most basic, you want to keep Battlemage's Cry up which is very easy to do given it lasts 15 seconds, press Arcane Cloak on cooldown, and spam Rain of Arrows.

This build is going to incorporate a Weapon Swap to be able to fit all of the gems we need while also being able to fit in Battlemage's Cry.
The Weapon Swap is very important as it allows us to equip an Al Dhih for "25% increased Warcry Buff Effect" as well as a Redblade Banner to make this build consistent.

Warcries work off of a "Power" system where every mob that was within range of the Warcry when you activate it will be assigned a Power Level based on if they are Normal, Magic, Rare, or Unique. 
In total we need 30 Power to gain the maximum effect of Battlemage's Cry which is where ALL of our damage comes from.
Redblade Banner makes this build not be clunky due to its "Warcries have infinite Power" line. This means that even if there are no monsters around you, Battlemage's Cry pretends you basically hit 1000000 monsters and gained 1000000 Power.
Without this, you would basically never be able to reach the maximum effect of Battlemage's Cry without 50 mobs around you and is a DPS increase on Bosses as Unique monsters only give 20 out of the 30 Power Battlemage's Cry needs.

One thing to mention is, that at much higher budget levels, you will do so much DPS that Weapon Swapping will not be required anymore for most trivial things and will only be needed for Bosses.

TLDR:

1. Put Arcane Cloak on Left Click
2. Weapon Swap and use Battlemage's Cry
3. Spam Rain of Arrows


Arcane Cloak & Indigon Ramps

If you want a more in depth understanding of how exactly the damage in this build works, there is a section at the end of the Build Guide Video linked at the top of this PoB and on my YouTube.

YOU DONT NEED TO KNOW ANY OF THIS, ITS JUST HERE FOR THE PEOPLE WHO WANT TO KNOW WHY THERE IS A RAMP IN THIS BUILD
PLEASE DONT GET STRESSED OVER THIS AND THINK THE BUILD IS COMPLICATED

A quick TLDR is:

Arcane Cloak is the main driver of spending your Mana quickly for Indigon. Its also going to be the driving force behind ramping your Rain of Arrows Mana Cost to high amounts.
The first Arcane Cloak will do very little damage, it's simply used to remove 65% of your Mana to make Indigon's "Increased Mana Cost per 200 Mana Spent Recently" scale hard instantly.
This will make your Rain of Arrows have a high base Mana Cost. This will let you spam it at a higher Mana Cost sooner letting you scale Indigon faster.

What we want to happen is for you to reach Full Mana again by the time your 2nd Arcane Cloak is off cooldown. At this point your Rain of Arrows is costing ~200 Mana instead of the base ~14 Mana.
We are going to reach Full Mana through the "Chance to gain 10% of Mana when You use a Skill" Mana Mastery and later, which will be needed with higher Attack Speed values, the same mod on a Watcher's Eye.
This will be combined with the "10% of Leech is Instant" Mastery & the same mod on a Charm will make sure you hit Maximum Mana.

When you use your 2nd Arcane Cloak, you will remove 65% of your Mana again, but because you still have a lot of High Mana Cost Rain of Arrows built up, your Rain of Arrow Mana Costs will spike up to ~700-800 Mana.
This is the insane DPS you see in the B-Roll at the start of my Video Guide. Its the 2nd Arcane Cloak where Mana Costs spike extremely hard and it pushes Indigon to its maximum capping out the scaling on the helmet.

Just put Arcane Cloak on Left Click and you will just need to wait 4 Seconds to do peak dps from a no combat/attacking scenario i.e walking into an invitation/boss room.


Mapping Setup

If you want to do maps with this build there is a very simple setup you can make to increase your Map Clear by a large amount.
All you have to do is swap Rain of Arrows for Lightning Arrow and Faster Attacks for Returning Projectiles.

Lightning Arrow will be much better clear than Rain of Arrows but it still won't be super amazing.
At higher budget levels, you could even add in Fork/Pierce & Faster Projectiles when your damage is much higher and dropping some for clear oriented Supports is not much of an issue.


Gear

Basic overview of every slot and what to look for.

IN GENERAL - Fit Resistances on your Boots, Rings & Belt
This build will have some slight issues with fitting in all of your Resistances due to there being so many Unique items in it.
You will need Tier 1 & Tier 2 rolls to Res Cap but one alternative you can try to do is to get Resistances on your jewels which would overall give you weaker ones but it would make it easier to start.

Outside of Resistances, you want to try and fit Int and Mana everywhere and ideally Energy Shield but, your focus is Mana, as Mana also gives you Energy Shield & more damage.


Helmet

The only good Helmet in this build is Indigon and is absolutely mandatory for this build to work.
Indigon is going to give this build a lot of "% increased Spell Damage" which will be converted into Physical Damage through Battlemage's Cry.

This is where all of the scaling in this build comes from and you want to make sure to get a max roll of both the "% increased Spell Damage for each 200 total Mana you have Spent Recently, up to 2000%" and
the "% increased Cost of Skills for each 200 total Mana Spent Recently" roll.

If you cannot afford a max rolled Cost & Spell Damage Indigon, then make sure to get a max rolled Spell Damage helmet and as high of a Cost of Skills roll as you can afford.

The difference between a min rolled Indigon and a max rolled Indigon is up to 30% of your dps.

Most of the corrupts don't matter as they give us very little benefit but if you'd like to look for one then the "% of Life per second" roll is great as it is turned into Energy Shield Regen with Zealot's Oath.


Chest

The only good chest in this build is The Ivory Tower. Ivory Tower provides us with a very large amount of Mana, Intelligence, and a modest amount of Energy Shield Regen.
Ivory Tower also makes us take Chaos Damage as Mana Damage meaning we will not be killed in 1 second by any Chaos Damage dealt to us.
This is not too relevant as we will be using the flask Coruscating Elixir to make all Chaos Damage not bypass our Energy Shield but on bosses or situations where the flask isn't up this is needed.

Later on, you could get a Sporeguard, anoint it with a Notable, corrupt it and hope it turns into a Rare item, then Tainted Mythic Orb it into an Ivory Tower giving you an Anointed Ivory Tower.
That would be your BIS chest by far in this build but the cost of undertaking such a task is easily 200-300+ Div and not something to worry for a long time.

Until an Anointed Ivory Tower, one thing you can do to make your chest better is to look for a corrupted one.
There are some very powerful corruption implicits that we would like to add to our build and any of these will make for a great upgrade.

Implicits to be on the lookout for:
+1% to all maximum Resistances
+2 to Level of Socketed AoE Gems
+1 to Level of Socketed Gems
+2 to Level of Socketed Projectile Gems


If you buy a corrupted chest, linking it is very very easy and cheap.
Once you buy one, Corrupted Jeweller's Orb it to 6 sockets, these are very very cheap and will either add 1 or remove 1 socket from the chest.
It will take you ~40-60 Jeweller's to get the chest to 6 sockets.

Once you have it with 6 sockets, go to the bench and force 4 link it, this will cost a few Vaal Orbs but is not bad.
Then, use a Tainted Fusing Orb on it, this will be a straight up 50/50 on adding or removing a link. If it goes down to 3, force the 4 link again with the bench.
If it goes to a 5 link then it's a 50/50 for 6 links. If you lose it and it goes back down to 4 just try again. On average it should only take 4 Fusings to 6 link the chest.
Now, you could get unlucky and have it take more, I had a chest take 27 before but for the average person it should just be 4.

This allows us to get a massive massive damage increase for only a few div. RIP Tainted Fusing Prices

IMPORTANT: Recoloring Ivory Tower

Since we want 3G2B1R in our Ivory Tower to fit in our Storm Rain 6 link, we need to find a way to recolor the chest.
The easiest way to do this will be with Tainted Chromatic Orbs which when used will reroll every socket with a pure unbiased 1/3 chance of each color.
This should make it very easy to get 4B1G and should take ~40-50 at most assuming you dont get unlucky which will cost about 1-3 Div depending on the league.

If you need to corrupt your chest, you can use a Craicic Vassal to guarantee corrupt it to 30% with no chance of bricking it.


Belt

For this build our best belt before Mageblood will be a crafted belt. I would recommend using a Stygian as this will allow us to get "100% chance to avoid being Shocked" very easily with an Abyss Jewel.
This will allow us to abuse Stormshroud for Ailment Immunity very easily.

On a Stygian, we need to get the mod "x% chance to Avoid being Shocked." This comes from using Essences of Torment when crafting to guarantee the mod.
Otherwise, we want to try and find Mana, Intelligence & Resistances on the belt. Finding Resistances is more important than anything else.

I would recommend just buying one, for the price range of this build, there really isn't going to be any belts we can make for cheap.

Ideally, buy one with an Open Prefix/Crafted Prefix so you can swap it out or craft Mana on yourself.
Alternatively, you can ignore the Mana and Intelligence and get 2 high Resistance rolls to make Res Capping easier.

One thing to keep in mind, ANY Resistance works, you can always use the Harvest bench to change resistances around based on your need.

Belt Abyss Jewel

As for the Abyss Jewel you want to put inside, you are going to need one with "x% chance to Avoid being Shocked" on it.
You need to hit 100% chance and your belt will have at least 50% but it might also have slightly more based on the tier you bought it with.
	
In the trade link below, change the total amount of chance to be shocked that you would need to hit 100%. The lower it is, the more jewels you will see meaning you might find better ones.

Other than "x% chance to Avoid being Shocked," we want to look for +x to Maximum Mana, Phasing on Kill, Intelligence, and anything else useful.
You can also save this for the end and use this as a way to get any Resistances you might need.

Weapon

The only weapon for this build is going to be Widowhail.
Widowhail is a bow with no stats on it other than a stat that makes or Quiver better.

This is by far the best bow available for our build as we need to use that stat multiplication to turn "Bow Attacks fire an additional Arrow" into 3 Additional Arrows.
Due to the way Storm Rain and this build works, the more Arrows we shoot, the quicker we can reach 10 Storm Rains hitting 1 target and the snappier our dps will feel.

This means that you want to find a Widowhail that has AT MINIMUM a 200% roll or higher, anything lower and you will be losing a whole extra arrow.

The ideal bow in this build will be one corrupted with "Bow Attacks fire an additional Arrow." 
This will give you 1 more Arrow but as mentioned before, you would still want it to be a 200% or higher roll otherwise the corrupt does nothing and it's the same as getting a non corrupted 200% bow.


Quiver

The quiver this build wants to use is going to be The Poised Prism. 
Crafted quivers come nowhere close to it and will be your BIS quiver until you have both Mageblood and expensive Flesh/Flame jewels worth as much as a Mageblood.

Indigon is going to generate a very large amount of "% increased Spell Damage" which Battlemage's Cry multiplies and converts into Physical Damage.
Due to this, any small amount of Flat Damage we add will be massively multiplied by the up to 3,600% Increased Physical Damage this combo will give us.

That is why this quiver is an excellent option as it gives us scaling Added Lightning Damage per 10 Intelligence we have.
Another added benefit here is that we will be using Widowhail which means we get 3 of these quivers with a 200% roll on the bow.
This means with a decently rolled quiver, you can be gaining 60% All Elemental Resistances from the quiver alone while also making the Added Lightning Damage scale 3 times faster.

EXTREMELY IMPORTANT: You WILL need to get a corrupted quiver with "Bow Attacks fire an additional Arrow"
Due to how Storm Rain works, and because Widowhail will turn this into 3 Additional Arrows, this corruption is almost mandatory to make the build feel good and have snappy single target dps.

This is the only part of the build that will potentially fall victim to price increases as all other items for this build are very abundant. 
I'd 100% recommend to get this over using a Rare Quiver as with a normal Quiver you will need to figure out how to make up for the Resistances you will be missing.

No matter what you NEED "Bow Attacks fire an additional Arrow" even if you go for a Rare Quiver.
Unfortunately, crafting one with "Bow Attacks fire an additional Arrow" is extremely expensive and would be a lot more than getting a corrupted Poised Prism.

Below there will be a trade link to buy a Rare Quiver but they aren't going to be very good.
Try to find one with an Open Prefix to craft "+x to Maximum Mana" or an Open Suffix to craft a Resistance if possible.

Gloves

The gloves in this build are going to be very simple, we will be using Shaper's Touch.
Not only do Shaper's Touch allow us to get Accuracy by stacking Intelligence but they also give us lots of Evasion making Grace better.

Later on, at higher budget levels, we will start stacking large amounts of Intelligence and Strength making the gloves even better.
The Strength will give us more Mana and % Energy Shield allowing us to gain so many beneficial stats for free.
For now this isn't important but, Shaper's Touch is unbeatable at a low budget level and becomes even better at a high budget level.

The only corruption that would be good on these gloves would be "Curse Enemies with Elemental Weakness on Hit."
This is a very very large dps boost and I would encourage you to pick up a pair. They are also pretty cheap and are always available in high quantities keeping them inexpensive.


Boots

The boots for this build are going to be stat sticks for Movement Speed, Energy Shield, Mana & Intelligence.
Ideally, pick up an Energy Shield base but any pair of boots work as the Prefixes and Suffixes are more important.

Luckily, because mana is typically considered a bad stat, there are a lot of boots for us to choose from for very cheap.
We can even get nearly all Tier 1 boots for only a few Div making crafting a pair not really worth it until extremely high budgets where we will need Strength.

Below is a trade link for pairs of boots. 
You can soften the search by reducing the Movement Speed to a lower % or by reducing the Resistance or Mana rolls.
You can also find a pair with an Open Prefix and craft "+x to Maximum Mana" yourself.

One thing to keep in mind, ANY Resistance works, you can always use the Harvest bench to change resistances around based on your need.

Use "Grand Eldritch Ichor" on the boots to get "x% increased Battlemage's Cry Buff Effect." This is an incredibly strong mod and is worth ~7% of your dps when rolled to 11% using Grand Ichors.
If you are on a budget you can use lower Ichors but this roll is very important.

Use "Lesser Eldritch Ember" or "Grand Eldritch Ember" if you can afford it to hit "x% increased Action Speed." Lesser will give you a 4% roll and you will not get 5% until you use Grand.
Grand Embers are pretty expensive and this is not a big deal to have so you can opt for a 4% roll to start off.


Rings

There is going to be 1 Unique and 1 Rare ring you want to use in this build.

Shavronne's Revelation is a ring that gives you "6% Energy Shield Regen" and "+250 to Maximum Mana" when worn in the RIGHT slot.
This is an incredible amount of stats when combined with the up to 75 Intelligence the base ring provides. The only downside is that your mana regen is turned off.
This downside doesn't matter currently as we will be using the Instant Leech Mastery and we will be running 1 Instant Leech Charm. Between those 2 you should not even notice you have no Mana Regen.

Make sure to use Fertile Catalyst on the ring to increase it from +250 to +300 Maximum Mana, this is a big upgrade and is worth doing at some point.
If you are going to do that, make sure you buy a Max Intelligence roll ring to not waste money on a weaker ring.


As for the Rare ring, it's going to be the same as the boots. We want a stat stick with Energy Shield, Mana, Intelligence, and Resistances.
We are also going to try and get 1 high Dex roll on this ring to satisfy all of our Dex needs.
There are so many of these rings and we don't need anything fancy that crafting one is just going to be a waste of money.

If you want to keep Sigil of Power which is ~15% of your DPS, you need to make sure you get an Unset Ring if you also want to run a Watcher's Eye.
You can simply choose to run one or the other but an Unset Ring is the only way to fit both.

If the rings are too expensive, you can opt to look for lower Resistance Rolls.

One thing to keep in mind, ANY Resistance works, you can always use the Harvest bench to change resistances around based on your need.

Amulet

On a low budget, Atziri's Foible is incredibly powerful as not only does it provide up to "24% increased maximum Mana" & up to "+100 to maximum Mana," but it also reduces the Attribute Requirements on our gear.
This allows us to only need 122 Dex to be able to fit in everything instead of 155 Dex.

Make sure to use Fertile Catalyst on this Amulet as the 24% Max Mana will become 28% and the +100 Maximum Mana will become +120.
This is very much worth the cost of the Catalysts.

As for an Anoint, the only worthwhile Anoint is going to be Primal Spirit as it gives us stats to buff Shaper's Touch and a very large amount of extra Mana.


Flasks

Flasks are going to be very simple in this build as there isn't anything special we need except 3 Elemental Flasks, a Quicksilver, and a Phasing or Evasion Rating flask.

In terms of flasks for this build there is 1 major Unique flask to consider otherwise we just want normal flasks.

Coruscating Elixir
Coruscating Elixir is going to give us "Less Fire Damage Taken" which will overall make this build feel very tanky.
The other upside of this flask is that this will make it so Chaos Damage cannot kill us. 
Ivory Tower already makes Chaos Damage go through Mana first but, if we are ever at Low Mana and we take Chaos Damage, we could potentially die.
With Coruscating Elixir, this will never happen in maps as the Chaos Damage will go to your Energy Shield making sure no random deaths happen.

Normal Flasks
We are going to want to run 4 Utility Flasks in this build.
For the 4 Utility Flasks we are going to want: Quicksilver, Sapphire, Topaz, & Quartz or Jade.
All this build really needs is generic tank stats so we are going to use our flasks for that specific purpose.

There isn't much else to say here other than make sure you focus on your flasks. These are with you at all times and are very much an extension of your build.
Make sure to upgrade to Tier 1 rolls when you can as it does make a difference and make the build overall feel better.
Use a Quartz Flask if you want consistent Phasing and DON'T have a Phasing on Kill Abyss Jewel or use Jade if you want more tankiness.


Flask Prefixes
On your 4 utility flasks you want "x% reduced Duration, 25% increased effect" as your Prefix.
We unfortunately dont have any sort of flask mods in this build allowing us to extend the duration of them but as this build is meant to do high density farming it will always be up.

Another option is to go for the Prefix "Gain x Charges when you are Hit by an Enemy"
This will give you 100% uptime in high density maps and might feel better than Increased Effect due to the higher uptime.

Flask Suffixes
There are 4 major Suffixes that we want to get on our flasks.

We need:
x% increased Movement Speed during Effect
x% increased Evasion Rating during Effect
x% increased Attack Speed during Effect
Regenerate 3% of Life per second during Effect

The Regenerate mod can only be crafted onto a Flask as a Suffix on the Crafting Bench. You can go on TFT and buy the craft from someone there or ask a friend or someone in /global 512 to do it for you.

Gems

There are some very powerful jewels for this build that we want to be on the lookout for.

Watcher's Eye is also a very important unique for this build helping us get an incredible amount of extra Energy Shield making us very tanky.

On a Watcher's Eye you want to prioritize the Clarity "x% of Maximum Mana as Extra Maximum Energy Shield" roll over everything else.
Outside of the "Mana as ES" roll, the only other relevant mod to consider is the Clarity "x% chance to Recover 10% of Mana when You use a Skill" roll.
This will make your Mana more consistent but isn't needed until much later in the build where we fit in Mageblood and have very high Mana Costs due to an Onslaught Flask.

That Which Was Taken is a new jewel added in 3.23. This jewel can roll any 4 Charm modifiers on it and can be incredibly strong.
This is the Watcher's Eye of Charms. We want to use this to either get the "Rage per Power" or the "x% of Leech is Instant" Charm rolls.
This would open up space to get better rolls on your Charms.
Basically, use this as a filler for any of the Charm mods mentioned in the Charms Section at the top of the Notes Section.

Healthy Mind is going to be added by Melding to turn the Maximum Life nodes into Maximum Mana giving you more Energy Shield.
This is a great jewel that also comes with a "x% increased Maximum Mana" roll on it making it very strong.

Unnatural Instinct is going to be added on the Right side of the Scion start area to pick up a lot of Accuracy Rating, Attack Speed, & Movement Speed.
Due to us having issues with Accuracy Rating, this is a very big dps increase.

Normal Jewels

We have 6 slots open in this build which we will fill with normal Jewels.
These sockets should be filled with either Abyss Jewels or Cobalt Jewels.

You can use Abyss Jewels to get the Accuracy Rating you are missing.
Until higher budget levels where we have a lot of Intelligence which gives us Accuracy Rating through Shaper's Touch, we will not be Accuracy Capped.
You can also use these to fit in any Resistances you are missing and as a way to get more Mana.

On Abyss Jewels you should look for:
+x to Maximum Mana
+x to Accuracy Rating 
Any Resistances you need

Otherwise, on Cobalt Jewels you just need to find jewels with "x% increased Maximum Mana" & "x% increased Maximum Energy Shield."
The rest of the space on these Jewels can be filled with any Resistances you need or more Attack Speed.


Cluster Jewels
 
There is one Cluster Jewel we want to get in this build.
We are going to want 2 copies of it as a Large Cluster Jewel.

We want to use a Large 8 Passive Lightning Damage Cluster Jewel.

For Notables, you want to ideally get:

Scintillating Idea
Storm Drinker

As for the last Notable, any Suffix works. I personally like Disorienting Display but both Doryani's Lesson and Widespread Destruction are fine to pick as well.
