Helmet Links: Raise Spectre, Greater Multiple Projectiles, Pierce, and Summon Phantasm.
Once you have enough currency, get a lvl 21 Raise Spectre gem, a +1 Wand, and an Empower 4 and you can go up to 4 Specters. I'd remove the Pierce if you enough currency to buy an Empower.
