Swap once you feel like you have enough gear.
You require Hrimsorrow and an Alternating Sceptre
I think you should wait until you have Light of Lunaris too.
If Awakened Spell Cascade is cheap run that ASAP as it is a 33% dps increase. 

============ Mid Game ============
The goal in mid game is to cap spell supress, replace hrimsorrow and keep 100% phys to cold.
Biggest dps increases are Dialla's, Awakened Spell Cascade, and gems.
Ensure that 2 highest attributes are balenced or Leadership's Price is useless. 


============ Notes ============
You will really need an Alternating Sceptre before switching to this.
There is a 'sweat' spot in reap where 3 of the spell cascades overlap. Hence the PoB setting for 2x reap and 3x reap. 
Pob does not calculate Dialla's have to manually set gems.
Dialla's socket colours R -> Reap R -> Empower other sockets G.
Durring boss fights you wont have Frenzy charges or onslaught. 
We use Cold Snap to generate Frenzy charges
We should have constant flask uptime due to high crit.
