Current minimum shock effect (w/o Inpulsa, just from the tree): 15% * (1 + 1.25 * (0.1 + 0.4 + 0.5)) = 33.75%
For some reason PoB doesn't account for the 50% of the mastery on crit. Should be taken into account for the minimum effect from ascendancy node. Will have to confirm in-game.
