Notes

The idea is: freezing everything on screen is a defensive layer, probably very good in the Sanctum
Frost Blades is getting a huge increase to added damage % so let's try to build around it. Ailments don't care about resistances on hit and whatnot, just base damage, so high added damage is good.
Heatshiver gives up to 130% added cold damage as fire if we can freeze things. Hence Expedition's End for %as more damage freezes and Southbound + freeze duration stacking.
This all means we can inflict 1 second freeze on Pinnacle bosses with attacks.
Crit ailments medium cluster jewels also share an ailment duration notable in Circling Oblivion so that scales regular damage as well.
No need to spec Perfect Agony until very late - the extra multi is nice but not a massive part of the damage profile and the -30% hit dmg makes freezes harder.

Modifiers active: 
Assassin's Mark marks are permanent, reasonable to expect on Pinnacle dps
Frenzy charges (get on kill, lasts 30s, can be refreshed easily)
Power charges (get on non-crit strike from Windup cluster notable)
Wither (multitotem + Withering step makes the stacks feasible)
Chill enough effect to put Pinnacles on 16% (even without Freeze enabled)
Freeze enough duration to freeze Pinnacles (7.3 mil threshold for 0.3s freeze with 0.28s attack time without Freeze enabled, approx. 0.6s freezes once frozen)
5 poisons on enemy max stacks is 13 this is achieveable in dps windows
