Notes

Helmet - Wilma's provides Ancestral Bond which is a massive bonus. Nothing going to compete for DPS here. 
Good enchants would be anything with reservation or AP gives more attack speed (expensive). Cost is around 1-5 chaos currently without enchants.

Weapon - I bought this, but getting a fractured hybrid phys, using physical damage essence (contempt) and shooting for T1 attack speed and an open prefix for the phys/poison craft would get you this weapon. 
I am not sure on craft cost but I paid 3D for this sword. Seems reasonable.

Shield - Ideally you want +1 max totems, suppress, life, and an open suffix for phys as extra. My shield in the PoB is pretty good and I got for 1 divine. That was probably a steal. Expect 2-3 div for something similar.

Body armour - The Covenant it REALLY good for this, but this needs almost all off color sockets which means a 6 white socket is probably the best bet. Coloring your own Covenant is not recommend, but maybe tainted chromes could do it. 
Dendrobate is a great alternative for the interim as 6 white covenants are very pricey at start of league and it would be easier to color. 
Dendrobate far more SSF viable as well as I feel like I get about 3-5 per league. Covenant is 4 div for all white sockets right now but it's mid league.

Gloves - life/res/implicits. Expect around 100C.

Boots - Dawnstrider is a new unique that is exceptionally good for this build as it massively increases the attack speed from AP totems and has good life/move. It's also cheap. 1-5C.

Amulet - cast speed/life/dot multi. I paid 100C for this, which was a good price. Maybe budget 1D for this plus anoint.

Ring - Find a life implicit or other good implicit, but no need to drop 10 div. Just something decent. You do want chaos/buff effect as the mods. Expect 30-80C.

Ring - Find something that compliments build i.e. res/life/accuracy/iolite ring if you can. 30-80C again.

Darkness Enthroned - These jewels are pricey. You can also go Stygian here. Expect 1-2D.

Forbidden Flesh/Flame - currently one of the cheapest combos - 40C for me.

Other clusters and whatnot - all around 60-80C. Budget another 1D here.

Balance of Terror - absolutely needed for this version, but you can also use Withering Touch. Currently around 1D for despair with wither effect.

Jewels - I didn't' get life so these ran around 30c.

Woke Gems - currently around 2-3D for all.

Total Cost 15-25 div.
