Level until Cruel lab with Sunder and Autoexert Warcrys for damage after Cruel lab you can start or wait til maps if it still feels good. Obliteration should be the first item. Then Cospris and Mings Heart since both are cheap. 4l is more than enough atm. The Elegant Hubris > Supreme Ostentation solves all your attribute problems and lets you spam tattoos. A Witchfire Brew is sweet to have, great 1c flask Kaoms Command is the next priority. You want Large Cluster Jewels. On a budget just pick a random one just so you have to skill something. Grab a 20/20 or 21/20 Unearth. your singletarget damage depends on Unearth level a lot. Pick up Medium Warcry Cluster first. so much QoL. The biggest next upgrades are a Dragonfangs Flight or Ashes of the Stars. Both are equally good. preference and price. You want a +1 gemlevel Cospris next and Empower and Enhance in it in a 5link at least. A +1 gemlevel and +2 projectile or AoE gemlevel Cospris is the goal. For defence you want a high blockchance shaper shield with %life gain on block. Max Resist, reservation efficiency, Phys dmg reduction and Crit damage reduction are great additions. Inbetween you can buy some Tattoos, but those are around 1 div a tattoo. Rare Items should always have some life and cap resists. Temp Chains + Enfeeble on Hit with the Whispers of Doom anointment is great to have.
