--- To craft the BiS Wand:
1. Start with preferably a Profane Wand, preferably with fractured Chaos DoT Multiplier or regular DoT Multiplier. It should be as high an item level as possible without exceeding 82. If it's ilv83, this won't work.
2. Spam a 3-socket Resonator with Shuddering, Corroded, and Metallic Fossils. This gives a 1/12 chance of getting both +1 all Chaos and +1 all Spell skills, with a boosted chance at Cast Speed. At ~30c per attempt, this should take ~2 Divines of currency on average.
3. Either stop there, or Annul or metamod-scour (craft Prefixes Cannot be Changed and using a Scouring orb, the fractured mod and Prefixes will remain) undesired modifiers until you have only 3 modifiers remaining.
4. Craft "can have up to 3 Crafted Modifiers", increased Chaos Damage, and Cast Speed. This is BiS without getting the non-crafted T1 versions of these mods.

--- To craft the super-stupid-High-Budget-wand:
1. Buy a Profane Wand with fractured Chaos DoT Multi (preferred) or regular DoT Multi. We need it to be as close as possible to ilv82 without going over. ilv83+ breaks this method.
2. Use a 3-socket Resonator with Metallic, Corroded, and Shuddering fossils for a 1/12 chance at +1 all Spells and +1 all Chaos. Ideally, you would also get an open prefix, and cast speed or DoT multi as suffixes. This is much rarer.
3. Assuming you didn't get the ideal result, you need to annul the bad mods. If you annul a prefix, you can craft Increased Chaos Damage and call it a day, or be greedy and annul more. If you annul a suffix, craft Cast Speed. 
    I annulled all 3 bad mods off.
4. If you're greedy like me and annulled all 3 bad mods, you need to craft multimod, a prefix, and prefixes cannot be changed, and use a T4 Aisling to try to get a good veiled suffix (Cast speed + arcane surge is best), 
    then finish the item by crafting either the prefix (Chaos Damage) or the suffix (Cast Speed) and slamming the other. Cast Speed is preferred.
    Alternatively, just craft multimod, chaos damage, and cast speed, and that's probably better than trying to mess with Aisling.

--- To craft the high-budget ring:
0. Don't. Buy one on trade.
1. Spam Deafening Essences of Zeal until you hit high Intelligence (preferably with Life).
2. If you end up with no Life, and an open suffix and prefix, craft Suffixes Cannot Be Changed and Veiled Chaos.
3. Unveil and pray.
4. Craft Suffixes Cannot be Changed and Reforge Life (Harvest.) Hit T1 first try (1/9), laugh, craft whatever prefix at the bench.
