For budget Build. If prices of any of the clusters go up that's ok you don't really need any of the large cluster nodes - any combination of notables that give % elemental/fire damage is fine. 
For Medium clusters Just life + chaos res on a 12% minion life cluster is acceptable

Gloves: Fracture Life t1+ base isn't important but pref armour
Envy essence spam until T1 any res (harvest reforge Fire) 3rd suffix pref inc % life regen > life Regen (I only use 2 suffixes so it doesn't really matter here but these are nice)
WBM beast lock suffix veiled chaos roll for either inc aoe or phys convert to fire then bench craft other. NEED 50% convert on gloves with eldritch implicits

Shield: Recomb t1 Block with T1 spell block. Prayge you get 1 suffix so then you have T1 block T1 spell block and Craft prefix exalt slam on two suffixes then you can craft on random suffix for 3 suffix 2 prefix. 
Crusader exalt slam to guarantee the %dmg per block mod. 
Lock Prefix reforge crit until t2+ crit reduction
Block str with crafted mod then exalt slam and prayge for either resistance, PDR or max res and reforge harvest for fire.

Helical Ring with reflect immunity: Fracture life t1 - spam the insanity essence utnil you get t1 any res + second suffix Chaos res > All elemental > Fire damage then craft on chaos+fire res last suffix

High End Aoe medium Cluster: Fracture +3 aoe (fog to minion base) then spam reforge fire for guaranteed fire res looking for inc effect + life
