Notes

NOTES:

This build is mostly just mashing a bunch of tech that "works" together.

The core of the build is stacking max Power charges, using Badge of the Brotherhood to make Max Frenzy = Max Power, then using Slayer's Masterful Form to make Max Endurance = Max Frenzy.

We then use the reworked (and relatively cheap in 3.23) Ralakesh's Impatience boots to count as being at all max charges without needing to generate them, so we have the benefits of all charges at all times.

However, because we want to abuse as many benefits from charge stacking as possible, we have to use a Militant Faith Timeless Templar Jewel for more spell damage per power charge, meaning we have to play spells as our main skill.

We also conveniently bypass the downside of Inner Conviction due to Ralakesh boots.

Everything else in the build is just stacking benefits per our various charges.

Core items in this concept:

Void Battery:
+1 Max Power Charges, a lot of inc% spell damage per power charge. Good rolls will cost 1 - 2 Divines. 
None of the wand corruptions benefit this build, but if you wish to play it with Winter Orb/Penance Brand/any ele skill, your BiS corruption will likely be "Damage Penetrates 8-10% Elemental Resistances" because it is a global mod.
"18% increased critical chance" corruption implicit is usually bad since it overwrites spell damage default implicit, but it's good if you are using Sandstorm Visage to overwrite the crit chance of a spell with low base crit.

Malachai's Loop:
+2 Max Power Charges, inc% spell damage per power charge. Base item is extremely cheap (<1 Div), but good corruptions will cost 3-10 Div.
You have a lot of options for corruptions, Phys taken as Ele/Chaos for defensives are great, +2 Socketed X gems for offensive uses.

+1 Max Charge Helmet:
You have a LOT of options here. The easiest way is to pick a Unique helmet of your choosing relevant to the build/skill you want to play and shop for a corrupted one with a +1 Max Power Charge Implicit.
I am using Maw of Conquest because it was relatively cheap and off-meta.

Some other options include:
WIllclash - Very good if you are playing elemental damage as you get 3-5% increased ele damage per charge and easily cap spell block chance as an extra defensive layer.
Devouring Diadem - Saves you 4+ skill points travelling to Eldritch Battery, be aware the +1 Max Power charge corruptions cost 60-80+ Divines.
Forbidden Shako - If you can somehow cop a lvl 35 Ice Bite one with +1 Power charge and a lvl 1 support relevant to the build like PCoC (doesn't exist in Affliction SC at the time of writing but will cost multiple mirrors), it will be BiS for cold damage.
Crown of the Inward Eye - Currently the meta helm for +1 Power Charge corruptions. Is ok but IMO not worth the price tag for what it brings to our build (30+ Divines for a really shit roll)
Heatshiver/Replica Heatshiver - If you are playing Cold/Lightning Ele respectively and somehow have a way to stack ailment effect. Not really recommended since it can get expensive and doesn't have life.
Elevore - A lot of Spell Suppress and incredibly cheap to get a +1 Max Power Charge version. Decent if you somehow want to go Magebane.
Crown of Thorns - Also very cheap to get a +1 Max Power Charge corruption. Allows you to play Pain Attunement Low Life without keystone if you can somehow squeeze Petrified Blood into your build without breaking 10 other things.
Sandstorm Visage - Good if you are playing a skill with low base crit, but you will need to get a 18% increased critical strike chance corruption implicit on your Void Battery to make the most out of it.
Fenumus' Toxins - Grants you 100% chance to poison and 240% inc damage with poison, and great if you want to run Aspect of the Spider. Not really recommended because -
A) builds like this are stretched very thin due to travel cost, and poison nodes are in the opposite direction of areas we want to travel to.
B) Slayer and other Duelist Ascendancies do not have any form of chaos or poison scaling. Playing Poison without Pathfinder prolif also frankly feels like shit.
C) Potential cost issues. Only 4 are listed on Affliction SC at the time of writing ranging from 1-20 Divines and all have been offline for a while, because it's not a unique printed by MF.
Starkonja's Head/Goldrim/Thrillsteel - Budget options, lmao
Viridi's Veil - If you somehow are running Magic +1 Power charge synthesized rings. Not recommended.
The Tempest's Binding/Liberation - Pseudo 6L if you can make use of the innervate, lvl 18 ice bite is also great since we have 12 Frenzies (156 to 228 added cold damage). Only 1 listed on the entirety of Affliction SC though.
Kitava's Thirst - If you somehow want to play without Eldritch Battery and can juggle the mana cost requirements to trigger. Potential synergy for Blade Blast of Unloading automation if you can get it to trigger every time you spend 100 mana on BV.
Warlord Crafted Rare Helmet - Warlord influence has a +1 Max Power Charge mod as a possible suffix. I don't know the price of crafting one with mods relevant to most builds, but expect it to be 50Div+.
This will cost you even more if you intend to Essence spam stuff like Loathing for Mana Res efficiency. Keep in mind you cannot apply eldritch implicits to Elderslayer influenced items, nor can you slam Elderslayer Exalts onto Fractured/Eldritch items.
The main draw of a crafted helmet like this is that you can potentially (double) corrupt it to get another +1 Max Power Charge corruption implicit, giving you +2 Power charges. However the cost of making a helmet like this will be VERY steep.
Good bases are: Nightmare/Pig-Faced Bascinet for Armour/Evasion bases, Archdemon Crown for Exposure if playing Ele dmg, Blizzard Crown for added Cold damage.

Badge of the Brotherhood:
Makes max frenzies = max power, Masterful Form makes makes it max endurance = max frenzies = max power. The explicit rolls don't matter for this build, Anoint with Infused so you don't need to travel to Shadow for +1 Power.
Corrupted versions not really worth it for this build, we need Dex and Int in the build anyway so just bless orb the implicit to max and slap Intrinsic Catas on if you want.

Ralakesh's Impatience:
Buffed in 3.23 and incredibly cheap, these boots are amazing for any kind of charge stacking, in fact even if your build isn't going hard into charge stacking it's still really good. Normal ones will cost you 50c at most for a good resistance roll.
+2 Aura or +2 Duration corruptions are BiS for this build, also DO NOT BUY +1 Max Endurance Charge corruption ones!!! Because of our Badge + Masterful Form tech any modifiers to Max Frenzies or Endurance charges will do nothing.

Replica Restless Ward:
Gives us insane life regen per Endurance charge and some Movespeed per Frenzy. 12 x 140 regen = 1680, this gets scaled up by stuff like Hearty Notable's 15% increased life regen rate, all from 1 item.
This regen paired with high Max Fire res allows us to easily sustain RF for 40%+ MORE spell damage, while still comfortably having like 1800+ regen/sec.
We bypass the -2 Max End and Frenzy downside by using Badge + Masterful Form tech.

You can spam Tailoring orbs until you hit %increased explicit Life modifiers to crank up the regen even higher, but it's very expensive and you will have to relink your item afterwards.
Also because this is a Replica Item, a good +1 or +2 corruption will be VERY expensive since it's not something being printed out like crazy by MF, even more so because the life regen roll is 100-140 variance.
Normal Restless Ward is an option as well if you want cheap good corruption implicits. 
Because Restless Ward is a relatively low tier unique (common drop), and the only Carnal Armour base that can be normally chanced, you can buy 6L Carnal Armours for ~10c each, Corrupt them and then slam Tainted Mythic Orbs into the ones
with good +gem level Implicits to get cheap 6L Restless Wards. All other Carnal Armour uniques cannot be chanced so you will always either poof or succeed. The downside of this is that your life regen will be cut almost in half.
Daresso's Defiance is also a potential cheap 6L option early on for "free" onslaught.


+1 Max Power Charge BiS Ring: THIS IS WHERE THE BULK OF YOUR BUDGET WILL GO BESIDES MAGEBLOOD.
You have 3 options:
Synthesis Rings (Circle of X) with +1 Max Power as an implicit, with Herald mods relevant to your build and intended playstyle/damage type.
e.g. Circle of Guilt (Herald of Purity and Phys mods) if you are playing Phys Impale, or Circle of Fear (Herald of Ice and Cold mods) if you are going Ice Bite Ele.
This will easily cost you 100 Divines baseline just for the implicit alone, be prepared to pay 200 - 300 more Divines for 1 or 2 good Herald mods for your build. (most builds want increased% damage type while affected by Herald and Herald Buff effect)
THIS IS ALSO UNIRONICALLY YOUR CHEAPEST OPTION.

Precursor's Emblem are Delve Rings either purchased from people doing Valdo Maps, or assembling one yourself with Valley + Mountain + Meadow Delve rings of your choosing and praying you hit the correct mods.
A +1 Max Power Charge mod alone will cost you upwards of 1/2 a Mirror, even if all the other mods on the ring are objectively useless. A good one with 3 relevant mods and added damage per charge will easily cost you 2-5 Mirrors.
This is potentially the most damage scaling you can get out of your ring slot, but it is also absurdly and disproportionately expensive. If you are going to spend multiple mirrors on a build, this isn't it IMO.

Synthesized Base Rings with +1 Max Power Charge Implicit. This option allows you to craft mods you want (especially ones you can't get anywhere else like -7 mana cost), but the bases alone are about a Mirror now.
Mirroring one with a service is probably a cheaper option at this point if you choose to go this route.
A potential 4th but much worse budget option is crafting on Synthesized Ring Bases with 4 to 7 added cold damage per frenzy charge implicits. These cost about 2 Divines per base, and act as a really scuffed Ice Bite.
You will lose out on +2 Max Power charges but the cost is way, way lower, and you can use this as a stepping stone to a BiS ring, and you have a much easier time capping resistances too.


Kalandra's Touch:
Mirrors your other BiS +1 charge ring. I bought mine for 36 Divs, even with inflation it will be much cheaper than buying 2 rings of your choosing.

Entropic Devastation:
Build-enabling Unique that allows our spells to inflict Impale on critical strikes. We are scaling crit with charge stacking anyway so it's synergistic. I got a +2 aura one for about 5 Divines.
Vulnerability on hit ones are like 200+ Divines so I don't recommend them.
If you want to play with elemental damage spells, either corrupted Surgebinders with implicits of your choice (base spell crit, +2 aura/aoe gems, Ele Weakness on hit), or crafted Rare with eldritch implicits of your choice.

That Which Was Taken + Primalist Charms:
Fucking crazy mini-ascendancies-in-one-jewels and charms. Pick and Mix any benefits per charge effects or other ascendancy abusables you want. Relevant mods for our build include:
+4% AoE per Power Charge
+6% AoE per Endurance Charge
+5% Chaos Resistance per Endurance Charge
+2% Max Fire Res
+1% Base Critical Strike chance at Maximum Power Charges
Banner Skills Have No Reservation (only if you wanna play phys impale or wanna use defiance banner, dont)
12% Mana Reservation Efficiency
+5% Crit Multiplier per Power Charge (REALLY FUCKING EXPENSIVE ONCE COMBINED WITH OTHER CHARGE MODS)
Skills Fire an Additional Projectile, if you choose to play a Projectile spell build. (EXTREMELY FUCKING EXPENSIVE. THIS MOD ALONE COSTS 60+ DIVINES.)
Crit Multiplier against Burning enemies (budget tech, because of our huge ass RF radius we are basically always burning enemies around us which enables the crit multi).
+15% Spell Suppression chance (also very expensive with other good mods, only if you want to go suppression)
Culling Strike (If you are somehow playing a Champion Variant of this build and stealing Masterful Form using FF Jewels)

Also a lot of the good TWWT are being sold/hoarded/pricefixed by TFT's resident manchild goblin JeNeBu for 1 mirror+, so getting a BiS one for a charge stacker build like this will be VERY expensive or downright impossible. 
3 out of 4 is about 60 Div budget.

Also keep in mind when Primalist Charm shopping that charm mods can only spawn on attribute bases related to their respective classes. Ursine for Str, Corvine for Int, Lupine for Dex.

For example:
Ursine charms can only have ascendancy mods from STRENGTH classes, which are the Templar (Str/Int), Marauder (Str), and Duelist (Str/Dex). 
Charms can only have 1 Prefix and 1 Suffix, and most of the broken mods are Prefixes.

So, for example, "4% increased Area of Effect per Power Charge" comes from Occultist, and therefore can only spawn on the Int-base Corvine Charms. 
This means you will never be able to get "+5% Chaos Resistance per Endurance charge" mod as a suffix on the same charm, since that comes from Juggernaut and can only spawn on Str-based Ursine Charms.
Duelist Ascendancy mods can spawn on both Ursine and Lupine Charms because it is a Str/Dex hybrid class.

when shopping for your TWWT and Charms, you want to get as many mods from the same charm type as possible, 
and then use abuse TWWT to get mods that normally cannot spawn together, since TWWT has no limitation. (e.g. 3 prefixes and 1 suffix)
e.g. "4% increased Area of Effect per Power charge" and "+6% increased Area of Effect per Endurance Charge" can spawn on a TWWT together, but never on a charm since they are both prefixes and spawn on different bases.


Estimated Cost of all Core items:
55 - 120 Divines for Weapon, Shield, Helmet, Chest, Amulets and Boots, with Relevant Corruptions + Kalandra Ring
5 - 10 Divines for Corrupted Gloves relevant to whichever damage type variant you are playing. 
30 - 60 Divines for 3-mod charge stacking That Which Was Taken. This cost can go up to multiple mirrors if you want a perfect 4 mod one since TFT assholes have been buying and hoarding a lot of good ones.
20 - 80 Divines total for 3 Primalist Charms of your choosing. This is just a rough budget guideline, if you want mods like "3% of Armour also applies to cold/fire/lightning damage taken from hits" the price can easily skyrocket past 200 Div.
150 Divines - 2 Mirror for +1 Max Power Charge Ring of your choosing relevant to your build.

Total Core item cost:
260 Divines - 3 Mirrors

Non-Core items:

Mageblood:
Extremely cheap in 3.23 because of MF printing uniques left and right, also solves a LOT of defensive problems for our build. You do not necessarily need a MB to run this build but it will feel significantly squishier.
Cost me about 180 Divines at time of purchase (~week 2). It's about 100 Divines at the time of writing.

IF YOU DO NOT HAVE/WANT TO RUN MAGEBLOOD:
You can run Graven's Secret for +1 Max Power charges, but you will not really benefit from the Absorption charges as we cannot really use ES effectively as our eHP pool so the Ele recoup as ES is wasted.
You can also run Arn's Anguish to convert all your generated Endurance charges to Brutal Charges for even more dps (you also don't lose out on the Endurance charge benefits due to Ralakesh).
No idea if Olesya's Delight can generate Affliction Charges with Inner Conviction, but unless you are going some weirdge Fenumus' Toxins poison spell build you don't really benefit from more ailment damage.
Otherwise a crafted Stygian Vise. Deafening Essence of Torment crafted version (60%) with socketed Abyss Jewel with even more shock avoidance (40%) is one cheap way to achieve 100% Shock avoidance for Stormshroud ele ailment immunity.

Stormshroud: 
Dirt cheap in 3.23 due to MF meta (30 chaos lmao). Not "mandatory" per se, but Ele AIlment immunity is just too good to pass up.
Corrupted Blood Immunity corruption copies cost about 100 Divines in Affliction SC.

Melding of the Flesh:
Not mandatory in this build. Important thing is getting as high a Max Fire res as possible to offset RF damage and maximize regen, Melding just helps extend it to the rest.
Melding's 70-80% penalty to all ele resistances is incredibly hard to counter without Mageblood and flasks in a build with this many uniques. If you don't have Mageblood, don't use Melding.
A -4% Max Res and -72% all ele res roll (the one I'm using) is about 11 Divines. Important bit is making sure you get a -4% Max Res roll.

Forbidden Flame + Flesh:
BiS for an Impale build would be Champion's Master of Metal, but I am using Outmatch and Outlast because they were dirt cheap (~60c each) and offer a lot of offensive and defensive value for charge stacking on a budget.
Inspirational/Fortitude from Champion is also nice for aura effect/reservation or even more tankiness, but Fortitude is insanely expensive.
You could also potentially play something like Champion and steal Masterful Form using Forbidden Jewels, but Masterful form FFs are more expensive than Bane of Legends/Fortitude jewels last I checked so not really worth it.
If you are stretched for Jewel slots you can honestly also just not run FF jewels, they don't really bring that much to a caster build like this since most of Duelist's Ascendancies are attack based.

Watcher's Eye:
I am using Vitality Leech because Phys spells do not have many other options, the leech itself isn't very important but we are using it to proc Brutal Fervour's 10% reduced dmg taken while leeching.
+2 Impale while affected by Pride is also a huge damage boost.
My Jewel cost me about 30 Divines, but Watchers eye cost and availability is a very RNG thing and based on your build.

If you want to play Elemental variants, Hatred/Precision/Zealotry/Wrath whatever the hell auras you want to run.
Elemental versions can also just get life leech from Doryani's Lesson (Large Ele/Fire/Cold/Lightning Clusters or Megalomaniac).

Balance of Terror:
Helps with Ele Res capping, and acts as a "buff button" for most builds when they manually cast hexes in the last 10 seconds. 
You can skip this jewel if the mods for the hex you want aren't very strong or you really, REALLY dislike having to manually cast hexes and/or already have a curse on hit setup.
For this build I chose 10% chance for Double damage if cast Vulnerability recently, mostly because Vuln on Hit Entropics were like 200+ Divines and I said fuck that noise. Costs about 3 Divines.

Some other good mods for different damage variants:
30-40% of Phys gained as random element if cast Ele Weakness (Phys to Ele)
Wither on Hit if cast Despair recently (Chaos or Poison)
Exposure on Hit if cast Flammability/Frostbite/Conductivity (Pure Ele)
30-40% extra Crit multi if cast Enfeeble (Generic)

8-Passive Large Cluster Jewel:
Pick whatever types are relevant to your build, we are mostly using this to "expand" 1 cluster jewel slot into 2 so we can afford to run all the jewels in this build.
If you are playing Elemental damage variants, you will want to cop Doryani's Lesson for life leech here.
Most well-rolled 3-notable 8 passives will cost you between 2-10 Divines, sometimes more if you are trying to get versions where you have a "dump" notable you don't intend to use (like the one I'm using)
Voices with 5 nothing is about 1.5 Divines at the time of writing, and is a possible option as well if you just want as many jewel slots as possible and don't care about notables.

ALTERNATIVE TECH:
The Adorned is a new jewel in 3.23 that increases effect of Corrupted Magic Jewels in your passive tree's sockets by 50-150%. A 140%+ effect one is 90+ Divines, and a Mirror for max roll 150% ones.
This affects normal, abyss and even cluster jewels (implicits for clusters only).
In a way this is a "Mageblood" of jewels, for example a Magic Jewel with "7% increased Maximum Life" and "5% reduced Mana cost of skills" under a 143%+ Adorned will grant "17% increased Maximum Life" and "12% reduced Mana cost of skills".
You can and will need to give up a lot of "tech" jewels in this build to make Adorned worth it (FF, Melding, Watcher's Eye), but the potential of scaling is arguably a lot higher if you have a bunch of properly rolled jewels and Voices,
especially since you can use all your corrupted magic jewels to get implicits like Corrupted Blood Immunity or Silence immunity. 

Progenesis:
Gives us even more stupid survivability (think of it as "25 more life"), but also synergizes very well with our insane life regen and leech to recover back whatever we lose almost instantly. 
Progenesis often feels like it has an upper limit if your regen or leech is lacking as you will die to attrition, but with this build that problem doesn't really exist.
My roll cost 110 Div, bad rolls cost 30.

YOU DO NOT NEED PROGENESIS IN THIS BUILD. A well-rolled Taste of Hate will also increase your survivability a lot and probably be better for DPS if you are playing a Phys to Ele skill (i.e. Penance Brand of Dissipation)

Cost of Non-Core items:
178 - 260 Divines.
Be prepared to spend a Mirror or more if you wish to do The Adorned tech shenanigans.

Total cost:
438 Divines - 4+ Mirrors.

The price range is a bit insane because a lot of items are custom relevant to the build you are playing. Overall if you are trying to replicate this specific build be prepared to spend 400-500 Divines.
If you want to play a super scuffed budget version of Slayer charge stacker, it will only cost you about 10 Divines to get running, but it will feel really bad. Also in case anyone needs to hear it: this isn't a league starter.
Also just because you have currency doesn't mean the item you want may exist for sale. Even if you have the money for a +1 Max Power Charge Precursor or Circle of X with perfect BiS mods, it may not exist for you to buy.
