Level 1-12======================================================================
Get caustic arrow from first quest -> Volley support after 3 glyphs.
Remember to buy some armour + evasion rating gear from Tarkleigh! This will make the early acts much better.
Keep a lookout for any piece with 2 green sockets linked. You will need to use that instead of putting gems in the bow.
Optional: if you can find a 3 green link. In that case also use mirage archer support. 2 link is still fine.

Level 12-24=====================================================================
Switch to poisonous concoction once you reach Merveil's cave by going to town and talking to Nessa.
This is your leveling skill until act 3 where you can transition to the main skill icicle mine of fanning. 
No gear swap required, just the gem. Get rid of the bow and do not use a weapon.
If 3 link -> also use lesser multiple projectile support.
Keep a lookout for 3 blue (and/or 1 green) links.
Bandit: help alira for +15 all resist.
Note: poisonous concoction does not require passive points to function well. You can just path straight to mine nodes.

Level 25-40=======================================================================
Get purity of elements from vendor after crematorium quest in act 3.
Complete Library quest, here you can transition to icicle mine of fanning.
Buy icicle mine of fanning gem from trade for 1 chaos. If no budget -> use normal icicle mine until can afford.
If after transition deal low damage, probably is because low level icicle mine gem -> level it up.
Get gems from Siosa in Library: trap and mine damage support, charged mine support, zealotry, detonate mines, automation
If you have a friend playing shadow/witch/scion -> ask them to buy you a minefield support. This will help immensely.
For gear keep a lookout for life + resist gear. Weapon/shield look for +1 cold spell gem.

Level 41-55=======================================================================
Complete Lily Roth quest once you enter act 6 and buy minefield support if you don't have one already.
Once you have minefield support your journey will be smooth sailing. Those are the 4 gems you will use forever even in red maps!
For gear look for anything to cap resist first then life. Attribute can be fixed temporarily from passive tree.
No need any other gems, just what you have from before will suffice.

Level 56-70=======================================================================
Look for gear to overcap your resist, you'd want to have enough resist to do maps instantly once killed Kitava.
Try to get a 20% quality icicle mine of fanning gem (either through trading or lab). It's fine if you don't have 20% quality just do if you have budget.
Get a Bitterdream. It will cost 1-4 chaos, even at league start. This is the biggest power spike you can get for cheap, will literally 10x your damage.
After bitterdream -> get karui ward amulet. This amulet will be used for a while until you get replica dragonfang flight.

5chaos budget=====================================================================
On this budget we only need bitterdream and karui ward. At this stage the build is sanctum (level 69 tomes) viable.
Karui ward is a really cheap amulet that is perfect for build to start. Another more option (more expensive at league start) is a +1 cold amulet.
For jewels focus on crit multi with cold skills, then freeze duration. If that is too expensive try getting with resist or crit multi with spell or crit multi with elemental skills.

1div budget=======================================================================
For 1 div budget you should be able to get some cheap upgrades. At this point t16 should be very comfortable.
Most important is rathpith globe and dissolution of the flesh. Note that these will be expensive at league start, but drop in price significantly in week 2.
Dissolution of the flesh try to get as high % life as possible, but can just get a low roll just to start the build.
Get a high roll mark of the shaper ring, put caster catalyst on it. 
The other ring buy an elder amethyst ring and do harvest reforge fire/cold/lightning (any of them) to try for high resist and life.
For gloves buy one with life and resist. Use eldritch ember for unnerve implicit, and eldritch ichor for cold exposure.
For amulet try to buy one with all cold skill level (or all skill level, or both), with some life and resist.
For body armor can get belly of the beast, or use life and resist rare body. Or can use Kaom's heart (need to solve strength for this)

5div budget=======================================================================
On this budget you will use shroud of the lightless. This chest does not have any roll so just get the cheapest one.
3 abyss socket shroud of the lightless is best but very expensive. Use 2 socket until you can afford after other upgrades.
For large clusters just buy random base and alt spam for something good, it's fine to use any because you just use it for the 2 medium clusters.
Can change to arcane potency anoint for amulet if have budget. But annihilation should be enough for low budget.
