GEAR:


Whispering Ice: ~30c for both | 18% Int Staff is 1c, 6 socket Omen is ~12c

Helmet: ~2 Div | There's cool trick with helmet: if helmet is between ilvl 75 and 79, only mod you can slam with Hunter Exalt is %Int.
So you can find good Helmet with ~300+ ES, 45+ Int, good Resist and empty Suffix and ilvl 75-79, you just buy it, and slam Hunter's Exalt to hit %Int.
Those helmets are really cheap, most of cost is Hunter's Exalt that cost almost 2 Div.

Body Armor: 10-20c | I'd keep same body armor as i have, unless i'd find something similar with T1 int.
Aside of that i'd reroll implicits to %Less Damage taken per Int and Crit Multi.

Gloves: 10-20c | Same as with body armor, i'd just keep gloves i have, but rerolled implicits into %Damage per Int and Unnerve.

Boots (Stampede): ~40c + ~100c Anoint | Regular Stampede is better because of Cooldown recovery it provide for Frostblink.
And anoint is Tranquility, it is best available anoint for DPS.

Amulet: ~1 Div per attempt + ~150c Anoint | Amulet is cheaper to craft.

Amulet Crafting:
- Buy Shaper Influenced Amulet with 1% Damage per 15 Int with no other Shaper mods.
- Buy Crusader Influenced Amulet with 12% Int and no other Shaper mods.
- One of amulets should be with good base, optimally its Dex/Int or Str/Int.
- Buy Awakener's Orb.
- Rightclick on Awakener's Orb, left click on amulet that will be merge, then click on amulet you want to keep.
- This will result in new Amulet that will have 1% Damage per 15 Int and 12% Int, with other mods being random.
- If there's empty suffix, craft Str/Int or Dex/Int.
- Add Attribute Quality with catalysts.
- Anoint Whispers of Doom.

Rings: ~1 Div, more or less for all 3 Rings | Really hard to tell the price because those rings don't have stable pricing.
In this PoB example i used rings from trade available at the moment of making this PoB, first and second rings were under 10c, third one was 50c.

Important notes when choosing Rings:
1. Make sure Rings don't have "Lose x Life per second", this is instant death for CI character.
2. Make sure negative mods don't affect build at all, or not much.
3. Baseline for rings is ~80+ Int with positive total Resist, any amount of Str/Dex if needed.
4. Negative value mods i'd avoid: Rarity, ES, Mana regen.

Belt: ~60c base + some amount of Deafening Essence of Spite you need to craft it, let's value it at 1 Div.

When buying belt, make sure it has 13-15% Int roll when you hover mouse on Implicit.
Deafening Essence of Spite is 4c per, you wouldn't need much to hit single high tier Resist.
For 1 Div you can buy belt base and around 20 Essence which should be enough.

FLASKS:


Since we can't use Utility Flasks, there's not much options left.
Divination Distillate - 10c | Price of high rolled one
Writhing Jar - 2c for 2 | When used, flasks spawn worms which you can hit, and it's needed to give you targets you can leech from lets say on bosses.
Mana Flask - just Alt/Aug Spam it | Needed for maps with no regen mod, and to remove bleeding.

JEWELS:
Some of Jewels are kept from 1 Div version

Large Cluster Jewels - One is from 1 Div version, second is 10-20c | Same as existing jewel, second one should also have "Cold to the Core" passive.
Natural Affinity - 5c | When you spin in place, or cast manually on bosses, you will get Grasping Vines which grant More Damage.
Rare Jewel - 5c and more | Corrupted Blood immunity implicit with anything useful: Attributes, Crit Multi, %ES, etc.
Split Personality - reused from 1 Div version, are 3c each | With more budget get Int + ES that is 1 Div each.
Brute Force Solution - 2c with 24 Int
Fertile Mind - 5c with 24 int, 3 of those jewel - 15c

Purely rng on how much it take you to roll implicits
And few Chaos to buy supports for second Whispering Ice.
