I'd say FK IT and go 75% chaos res, and 27% chill effect. Or if you actually want 30% self chill effect then keep 69% chaos res.
Devoto is actually kinda good pre endgame helmet, with power charge its good balance of damage and speed. If power charge became too expensive, i would buy non corrupted and vaal them.
At 91lvl i take "Coordination" to get near perfect trigger rate.
About attack speed: Dagger with 1.2 aps, Haste and Bloodrage(no quality) lvl 20, Devoto 16% aps, 50 rage, 27% chill effect, 7 frenzy charges.
On tree only passive for attack speed is "Coordination".
