Movement Speed
==============
Movement speed kind of sucks because of Ralakesh's Impatience which are boots
without movement speed.

This is solved by picking up Movement Speed notables from the tree,
Another way is by generating Frenzy charges with Ice Bite and consuming those with the
Rotgut, Quicksilver Flask which gives almost permanent Onslaught with 20% movement speed
and its 40% implicit movment speed. We also use Haste instead of the more normal choice
of Hatred to increase our movement speed.

Mana
=====
We reserve most of the Mana using Haste and Herald of Ice. We don't invest in Mana
Regeneration, instead we use Mana leech for generating Mana. Wand Attacks automatically
switch to the default attack to generate Mana; You can actually carfully run maps with mods that
turns off generation for Mana, Shield and Life.

Haste is our big reservation Aura, this improves both movement speed and attack
speed. We do this instead of Hatred because of the extra movement speed. Vaal Haste
