Disclaimer: I take no responsibility for anyone trying to incorporate any of this into a real build and failing miserably! Unless that person is me... I have: Tried to include most of the obvious sources of cooldown recovery from the tree and items, at their maximum value. Tried to include all relevant gems that have cooldowns (excluding most reservation gems. Tried to colour code skill groups and item groups to make it easier to find what you're interested in. Tried to generalize as much as possible. Most gems are sitting at level 20 or 21 and only have quality if it relates to cooldown in a positive way. So to really push some skills to their cooldown limits you will likely need to start scaling further than I have with gem levels and/or quality stats. Set the quality of 4 War Cry gems to 40% to simulate the buff they got in the patch notes. Used alternate quality gems over the base gem if they provide Increased Cooldown Recovery. Tried to included some of the more interesting unique items that have some kind of cooldown tied to them, or a skill they provide. Some unique items are also present because they allow you to augment cooldown through another means, such as gem quality on Ashes of the Stars. This is NOT an exhaustive list of all possible sources of cooldown recovery for all skills and items. I have NOT included: Second Wind support. Many unique items that have a cooldown tied to them in some way. Any cooldown that may be found on cluster gems. The eldritch boot implicit modifiers for War Cries. Timeless jewels. I'm not aware of any cooldown they provide, but if they do it is not included here. Any support gems that may provide cooldown to the Skills they support. Again, I'm not aware of any. Likely some other things I have overlooked or am completely unaware of.
